Does Manchester Property Management offer short term leases?
The only lease option that Manchester offers is a twelve month lease.  The nice part about the lease though is that after the lease term is up it goes month-to-month w/ no new lease to sign.

How am I able to view an apartment?
You are able to see an apartment by either calling the Manchester Office at 217-359-0248 to set up an appointment, or by setting up an appointment online.

Does Manchester offer fully furnished apartments?
Yes, Manchester does but being that there isn't a large market for it Manchester does charge an extra $150.00 per month on top of the rent for a one bedroom, and an extra $250.00 per month on top of the rent for a two bedroom.

What are the requirements to rent through Manchester Property Management?
Prospective tenants would need to fill out an application, and turn it in along w/ a $20.00 application fee.  This fee is non-refundable as it goes towards the processing of the application.  To be accepted to rent from Manchester prospective tenants will need to have good and established credit, a clean landlord history (ie. paid on time, never been evicted or broken a lease), and you finally need to make a months rent in one weeks guaranteed income.  The only way Manchester can hold and guarantee an apartment until move-in would be with a Security Deposit that is the equivalent of the rent of the apartment applied for.

Does Manchester require a security deposit?
Yes, and it is the equivalent of the rent for one month for whatever apartment is being rented.

When will I get my Security Deposit back?
Tenants will get their security deposit back within 30 days of a move-out unless there is damage found in an apartment which could take longer.  Regardless though, tenants will be notified of the situation within that 30 day period after move-out through either estimates or actual check back and bills depending if there are damages or not.

When is rent due, and what are my payment options?
For all Manchester properties rent is due on the 1st of each month, but tenants have until the 5th of each month before a late charge of $25.00 is assessed.  As for payment options current tenants can either pay rent through either cash, check, money order, and now online payments are available.  See Main Page of Website about Online Payment options.  This Online Payment option is ONLY available to CURRENT TENANTS, and all prospective tenants paying such items as security deposits and application fees ARE NOT allowed to use this function.  Those payments made for either application fees and security deposits must be paid directly to the Manchester Property Management Leasing Office. 

Where can I pay rent?
All rent for Manchester Properties can either be mailed to the leasing office address found in the contacts page, put in the drop box outside the Manchester Leasing Office, online at our website at www.manchester-apts.com, or brought directly into the Manchester Leasing Office.

What happens if my rent check bounces?
Manchester will try to re-deposit a check after it doesn't clear the first time, and if it doesn't clear a second time then Manchester will charge a $25.00 NSF charge and a $25.00 late fee as rent would then be late.  The tenant will be required to pay that amount and the next months rent in either cash,bank check, or money oder.  Personal checks will not be acceptable for those payments.  If a tenant bounces a check a second time they will not be able to pay by personal check again, and will be required to pay all remaining payments by either cash, bank check, or money order.  

What if I am locked out of my apartment?
Tenants will be charged a $65.00 lock-out fee if they are locked out of their apartment.

Should I paint my walls or pay to have carpet cleaned at move-out?
No, Manchester pays to have normal touch-up painting and pays for a normal clean and shampoo of the carpet at move-out unless otherwise noted for a special lease. 

Can I make any changes to my apartment including adding locks, painting walls, etc.?
A tenant's or tenants' apartment needs to look exactly like it did when the tenant moved in.  That means that tenants cannot make any changes to alter their apartment other than hanging pictures with small nails or hangers.  If you are not sure about something and whether it would be allowed or not please contact the Manchester Property Management Office at 217-359-0248.

Does Manchester Property Management enforce noise issues?
Manchester Property Management requires tenants to have "quiet hours" between the hours of 10 PM and 8 AM per Champaign City Rules.  This means that Manchester can and will enforce "quiet" during this time.  At any other time of the day Manchester cannot enforce the "quiet" hours, but can request other tenants to stop noise during that time.

Who needs to be on a lease?
Anyone who is 18 or older who is regularly living in an apartment needs to be on a lease.

What if I am asked to relocate for the military?
Manchester will let a person out of their lease (and has to by law) with copies of the orders showing this request for relocation.  This only applies to the person who is in the military though given these orders.

Where can guests park at Manchester Properties?
Guests would need to park in those areas designated "guest parking" by Manchester Staff.  Please call the office at 217-359-0248 for the designated areas.

Does Manchester offer "corporate" apartments?
Yes, Manchester does offer corporate apartments.  But according to our definition of "corporate" we can offer a fully furnished apartment under a corporation's name.  A shorter term lease would not be allowed though other than the standard twelve month lease.

What utilities are included in rent for Manchester Property Management Apartments?
Manchester covers internet, sewers, trash pick-up, and parking.  Tenants are responsible for electricity, water, cable, and telephone.  There is no gas in any Manchester Apartments.

Does Manchester have the keys needed to open my mailbox?
No, unfortunately the U.S. Postal Service owns the mailboxes on all Manchester Properties so tenants are responsible for contacting them about getting keys when they move-in or new ones if they lose them.  The number for the post office is listed on this website in move-in info.

What if I can't qualify on my own to rent through Manchester?
If a tenant can't qualify on their own they do have the option of finding someone to co-sign for them.  This person would be treated as a tenant and listed as a tenant on the lease even if they aren't living in the apartment.  All students who don't make income and don't have any credit would need to have a co-signer.

Will Manchester Spray for insects/rodents?
Yes, but only at a tenant's request.

What if my internet isn't working?
Manchester only disconnects internet for tenants when money is owed to Manchester.  Tenants will be notified that money is owed through the internet.  If these notes are ignored, internet will be shut off until tenants pay the outstanding amount.  If internet is not working and is due to something other than billing or info you would need to contact the internet provider's number that can be found on the move-in page of the website.

What happens if I can't fulfill my lease term?
Manchester Property Management leases don't have a breakage clause if a tenant can't fulfill his/her lease.  Tenants do have the option of either finding someone to sublease or takeover their lease though which is described in the Subleasing portion of the website.

Does Manchester Allow Pets?
No, and this is discussed further in the pets portion of the website.

Does Manchester Property Management rent to Section 8?
Manchester Property Management doesn't automatically disqualify someone just because they receive Section 8, but those accepting Section 8 though would need to meet the same requirements as set forth by Manchester Property Management for all incoming tenants though.  We do not make special arrangements for those on Section 8 as we are not government housing.  This would mean good and established credit, a clean rental history, and income in a week (either vouchers or other income) must be equal to the rent for whatever apartment they are applying for.
